MMLP Guidelines for Builders and Developers

Electric Service During Construction & Vacancy

Multi-Family Dwellings (Apartments, Condos, Duplexes)

  • MMLP provides a temporary construction meter during the building of multi-family homes.
  • Billing rates: This meter is billed at the normal commercial service rate on date of installation.
  • No free power: All units must have an active electric account in the name of the property owner, developer, or contractor at construction address during construction and vacancy periods.
  • House meter use: If a house meter is used during construction, it must remain active under the owner/developer/contractor’s name until units are occupied.
  • No house meter: Each unit must have its own active account under the owner/developer/contractor’s name until occupancy.
  • Transfer on occupancy: Accounts transfer to tenants once units are occupied.

Single-Family Dwellings

Residential construction meter process:

  • MMLP provides a temporary construction meter during the building of single-family homes.
  • Billing rates: This meter is billed at the normal residential service rate on date of installation.
  • Service duration: Available up to 12 months (extensions possible).
  • Permanent service: Upon completion, the meter is replaced with a permanent residential meter and when the account transfers to the owner or occupant the new owner or occupant must complete the residential service application.

  • Ensures fair billing for all customers.
  • Prevents uncompensated electric use.
  • Clarifies MMLP policy with contractors

Document Request Policy
All government data collected, created, received, maintained or disseminated by a government entity is deemed to be public unless otherwise classified by federal law, state statute or by other appropriate means. Such data is required to be kept in such a manner and condition as to make them easily accessible and convenient for use.

Underground Damage Policy
Any excavator who damages MMLP’s underground facilities will be held financially responsible for the repair.

Net Metering Policy
Adopted by Madelia Municipal Light & Power and Heartland Energy to establish the application procedure and qualification criteria for all customers for the delivery, interconnection, metering and purchase of electricity from distributed energy resource facilities and to comply with applicable laws and rules governing distributed energy resources.

All policies are on file at the business office of Madelia Municipal Light & Power and can be viewed Monday through Friday during normal business hours.
